一、奖学金简介

为吸引更多的优秀美国青年学生来华留学，并配合美国政府实现2009年奥巴马总统访华时提出的“四年派遣十万留学人员来华学习” 的目标，我国教育部于2011年特别设立“中美人文交流专项奖学金项目”。该专项奖学金分为学历生奖学金和学分生奖学金两类。

学历生奖学金是为中国政府奖学金招生院校招收录取的美国籍全日制学历生（包括本科、硕士和博士）提供的全额奖学金。学分生奖学金主要用于鼓励中国政府奖学金院校和美国院校新建学分互认校际交流项目，或扩大现有项目的交流规模。

我校作为中国政府奖学金招生院校，非常欢迎美国学生申请来我校学习深造。

二、申请人资格

1. 申请人须为美国籍公民，身体健康；

2. 申请人为非在华学习的学生（留华毕业生毕业年限须超过一学年）；

3. 申请人的学历和年龄要求：

来华攻读学士学位者，须具有高中学历，年龄不超过25周岁；

来华攻读硕士学位者，须具有学士学位，年龄不超过35周岁；

来华攻读博士学位者，须具有硕士学位，年龄不超过40周岁。

三、招生专业

注：该奖学金不招收学习本国语言或英语、法语等第三国语言文学类专业的学生。

四、奖学金期限：

本科生：学习年限4-5年，奖学金期限4-5年

硕士研究生：学习年限2-3 年，奖学金期限2-3 年；

博士研究生：学习年限4年，奖学金期限4年。

若奖学金生的汉语水平未达到中文授课专业的学习要求，来华后须先进行1年的汉语补习，考试合格方可入专业学习。英文授课专业无汉语水平要求。

我校将根据中国政府奖学金评审办法对奖学金获得者进行年度考核，符合条件的方可继续享受下一学年的奖学金，否则将取消其资格。

五、奖学金内容： 

1. 免交学费

2. 提供校内住宿；

3. 提供生活费，标准为：

本科生：2,500元人民币/月      

硕士研究生：3,000元人民币/月

博士研究生：3,500元人民币/月

4. 提供首次来华一次性安置补助费；

5. 享受来华留学生综合医疗保险待遇；

6. 国际旅费：自理。

六、申请时间：每年1月1日-4月10日

七、申请程序：

1. 申请人登录“国家留学基金委来华留学网上报名系统”（登录http://www.csc.edu.cn/laihua或 http://www.campuschina.org 后，点击“网上报名学生入口”图标进入）填写申请信息，在线提交并打印《中国政府奖学金申请表》。请选择留学项目种类Type B, 我校 “受理机构编号”为10036。

2. 申请人登陆“对外经济贸易大学网上报名系统”（登陆 http://sie.uibe.edu.cn 或http://www.uibe.cn,点击在线报名图标）填写申请信息，在线提交并打印《对外经济贸易大学外国来华留学生入学申请表》。

3. 建议使用火狐或Chrome浏览器。

4. 寄送申请材料：请在4月10日前将两份申请表及以下申请材料纸质版原件邮寄至我校留学生招生及项目开发部（通讯地址：中国北京市朝阳区惠新东街10号对外经济贸易大学国际学院招生及项目开发部101办公室）。

5. 报名费：660元（不予退还）。汇款账户请见链接

申请材料（均为一式两份）

①《对外经济贸易大学外国来华留学生入学申请表》（（一式两份）），用中文或英文填写。

②《中国政府奖学金申请表》（一式两份）

③经过公证的最高学历证明。如申请人为在校学生，须另外提交本人就读学校出具的在学证明。中英文以外文本须附经公证的中文或英文的译文；

注：凭预毕业证明申请入学者，须在我校报到注册日（每年9月中旬）前向我校招生办提交最高学历证书，否则将被取消入学资格。  

④学习成绩单（中文或英文公证件）。

⑤来华学习和研究计划（不少于1000字），用中文或英文书写。

⑥两名教授或副教授的推荐信，用中文或英文书写。

⑦汉语水平考试（HSK）证书或英语水平证书复印件或最后学历阶段授课语言证明原件。

⑧有效普通护照复印件。

⑨来华学习时间超过6个月的申请人，须提交《外国人体格检查表》复印件（原件自行保存，此表格由中国卫生检疫部门统一印制，可登录留学基金委网站http://www.csc.edu.cn/laihua 或 http://www.campuschina.org 下载，须英文填写）。申请人应严格按照《外国人体格检查表》中要求的项目进行检查。缺项、未贴有本人照片或照片上未盖骑缝章、无医师和医院签字盖章的《外国人体格检查表》无效。鉴于检查结果有效期为6个月，请申请人据此确定本人进行体检的时间。

★请申请者将上述所有申请材料按以上顺序整理后于申请截止日前一并邮寄到对外经济贸易大学招生办公室。申请材料不完整者，我校不予受理。不论录取与否，以上材料一律不予退还。

★申请者应保持电话或手机畅通并定期查收邮箱信件，我办将根据实际情况与申请者保持联系。

八、奖学金评选和结果公布时间

申请者毕业于美国知名大学、来自于我校交流院校、或获得资深教授（专家）的推荐将被优先考虑。我校将组织专家综合考虑申请者的申请材料、学业成绩、科研成果和导师意见，从申请者中择优选拔奖学金候选人报学校领导审批。我校将于 每年4月底之前向中国国家留学基金委提交奖学金候选人名单，由国家留学基金委对名单进行最终审核。

奖学金结果预计将于每年6月中旬确定并在我校国际学生招生网上公布。随后，我校将通过电子邮件通知奖学金获得者，并尽快为其寄发《录取通知书》和《外国留学人员来华签证申请表》（JW201 表）。

Application Guidelines for the Sino-US Cultural Scholarship in UIBE

 

1. Introduction

This program is sponsored by the Ministry of Education of China and governed by China Scholarship Council, in response to former President Barack Obama's proposal of sending 100,000 American students to study in China. The degree-study scholarship provides full funds for full-time American undergraduate, master or doctoral candidates admitted by the designated Chinese universities.

2. Eligibility

(1) Applicants must be American citizens in good health;

(2) Applicants should meet the following eligibility requirements: not be a registered student in Chinese universities at the time of application; or be a graduate from Chinese universities for more than one year;

(3) Education background and age limit:

Applicants for bachelor’s degree studies must have a high school diploma and be under the age of 25.

Applicants for master's degree studies must have a bachelor's degree and be under the age of 35.

Applicants for doctoral degree studies must have a master's degree and be under the age of 40.

4. Duration of scholarship

The scholarship awardees' academic performance will be assessed each year and only those achieving the required standard will have their scholarship renewed for the following year.

5. Scholarship details

① Exemption from tuition fee;

② Accommodation on campus or providing accommodation monetary subsidy;  

③ Living allowance: RMB 2,500/month/person for undergraduates; RMB 3,000/month/person for master's students; RMB 3,500 /month /person for doctoral students; 

④ Comprehensive medical insurance; 

⑤ International travel expenses: Self-afforded.

6. Application deadline: Jan.1^st to April 10^th, every year.

7. Application procedures

l  Applicants shall make online application at http://laihua.csc.edu.cn(Choose Program Category Type B and the Agency No. of UIBE: 10036) download and print out the Application Form for Chinese Government Scholarship and then sign the form. Hand-writing version is invalid.

l  Applicants are required to make another online application at http://sie.uibe.edu.cn or www.uibe.cn. Please download and print out the International Student Application Form generated upon successful online application.

l  Submission of application documents: Send by post to UIBE’s Admissions Office by April 15 every year the two application forms and other required documents. Application Materials

①UIBE application form, which should be completed in Chinese or English and then printed out after successful online application.

②Application Form for Chinese Government Scholarship（in Chinese or English）(in duplicate).

③Highest degree certificate (notarized copy in English or Chinese) (in duplicate). Applicants who are currently studying at university should provide a study certificate. Certificate in languages other than Chinese or English must be accompanied by notarized translation in Chinese or English.

Note: Applicants who have provided a study certificate should submit a notarized copy of their final degree to the UIBE Admissions Office before the specified registration date (Mid-September); failure to do so will result in disqualification of enrollment.

④Academic transcripts. Transcripts in languages other than Chinese or English must be accompanied by notarized translation in Chinese or English. Note: For doctoral program application, academic transcripts relating to master's and Bachelor’s study should be furnished.

⑤Study or research plan (minimum 1,000 words) in Chinese or English.

⑥Two letters of recommendation in Chinese or English by professors or associate professors.

⑦A copy of TOEFL 90 above or IELTS 6.0 above or official letter of English proficiency for programs offered in English, or a copy of HSK level 5 at least for Master and Doctoral program offered in Chinese. English native speaker doesn’t need English proficiency certificate.

⑧A photocopy of your valid passport.

⑨A photocopy of Foreigner Physical Examination Form, completed in Chinese or English. (The original is to be retained by the applicant.)

Note:① Applicants are expected to submit a complete set of application materials. Incomplete application materials will be rejected. No application materials will be returned, regardless of the outcome of the application.

②Applicants are expected to keep their phones open and check their email regularly as UIBE Admissions Office will contact them when necessary.

8. Selection and notification

Scholarship decisions will be made on the basis of the applicants’ application documents, academic performance, overall merits, research achievements and supervisors’ comments.

The final list of nominees will be submitted to China Scholarship Council for final approval. The result will be published on the website of the Admissions Office (http://www.uibe.cn) in end-June each year. Scholarship awardees will be notified via email and their Admission Notice and Visa Application Form (JW201) will be sent out as soon as possible.
