I. Introduction
The Silk Road Scholarship Program of Chinese Government Scholarship aims to cultivate industry leaders and high-caliber skilled talents for countries of the Belt and Road Initiative (BRI). This program is implemented by the China Scholarship Council (CSC).
The Master of WTO Laws and Economics (MWLE) program at the University of International Business and Economics (UIBE)is a forward-looking, interdisciplinary academic master’s program. It is tailored for government officials, professional researchers, and practitioners aspiring to work in relevant fields from WTO new members and observer economies across the BRI partner network.
This program is designed to build up the skilled workforce that BRI partner countries need to engage meaningfully in decision-making of multilateral trade, and boost their overall competitiveness in the evolving global governance landscape. It cultivates a cohort of professionals to enable robust, productive engagement between China and all other WTO members, while delivering support for the advancement of BRI and facilitating targeted Aid-for-Trade programs across partner countries to promote broader South-South cooperation.
II. Program Details & Curriculum
The MWLE program bridges rigorous theory and hands-on practice, sharpening students’ ability to unpack, analyze and resolve real-world operational challenges at the intersection of WTO law and global economic policy.
The program split into three core streams: in-person coursework (split between compulsory courses and elective courses), a curated series of industry-led guest lectures, and structured business immersion visits. It runs on a formal credit system, with a 37-credit minimum for degree completion. The credit breakdown is: 26 credits from in-class coursework (20 compulsory, 6 elective), 6 credits from the thematic lecture series, 2 credits from business immersion visits, and 3 credits for the final master’s dissertation.
Upon successful completion of all requirements in the program curriculum, earning the full required number of credits, submitting an approved master’s dissertation and passing the thesis defense, students will receive a Master of Economics degree awarded by UIBE.
